Preliminary Policy - Table of Contents (28 May 2007)

 

1. VACCs - Virtual Area Control Centres

The VACC is the local organization serving a specific country, and established within VATSEA to perform the following roles:

  1. Coordinate training of new members
  2. Maintain archives of required material for Pilots and ATC within their airspace
  3. Coordinate ATC operations within their airspace
  4. Organize events
  5. Brief visiting pilots on procedures, and
  6. Communicate with VATSEA regarding local matters

Creation of a new VATSEA VACC is authorized by VATSEA Divisional Director (VATSEA1).
If members wishing to establish a new VACC should first contact VATSEA1.

All VACCs controlled airspaces are in FIR-wised but not Country-wised.

2. ATC Callsigns

Only the following ATC Callsign suffixes are authorized for ATC: DEL, GND, TWR, APP, DEP, CTR and FSS.

  1. _CTR suffix is either "Control", "Radar", "Centre" or "Control Radar"
  2. _OBS suffix must be used by ALL members connecting as OBServers who do not provide ATC
  3. _FSS suffix must be used for VATSEA UIR sectors and Oceanic sectors, and any other station as specified below
  4. _SUP suffix is for VATSIM Supervisors on Supervisory duty, and
  5. "VATSEA#" or "VATxxx#" prefixes are for Divisional authorized staff only.

VATSIM decided and encouraged that all controllers should use voice as their primary mode of control.
All controllers are now expected to use voice by default. It is unnecessary and redundant to use the _V_ indicator.

 

3. Restrictive Ratings

By following VATSIM's latest policy on global rating, all ATC should manned their own position as followed:

  1. Student 1 (S1) = DEL / GND / TWR
  2. Student 3 (S3) = APP / DEP
  3. Controller 1 (C1) = CTR
  4. Controller 3 (C3) = Exceptional CTR

This policy will take immeidate effect with a transitional period of 2 months.
The new rating schema should be fully implemented by 1 August 2007.
